Exclusive to the latest Mario Kart arcade game, Ice Luigi is the power-up variant of good ol' fashioned Luigi. In this mode, Ice Luigi is able to cast snowballs that freeze common enemies in their tracks.
But as far as the Mario Kart series goes, Ice Luigi is a simple pallet swap of the regular Luigi. His is available as a downloadable character only in Mario Kart Arcade GP DX so far.
Luigi's physical appearance is retained when in ice form; it's only his clothes that go through any change. Ice Luigi's shirt and overalls have swapped colors, as now his overalls are green, and his long-sleeved shirt is blue (only this blue is much lighter, in correlation with the new "iciness" of Luigi.). Also, Ice Luigi's cap is sky blue, and still has the letter "L" on the front of it. As mentioned before, Luigi's actual body looks exactly the same, but he might be smiling more because of his newfound ice powers.
There's no extra benefit for selecting Ice Luigi over the regular Luigi. Both of them have averaged stats. So Ice Luigi is neither good nor bad in certain areas of expertise.

- If you are wondering why there isn't an Ice Mario, it's because he got his power-up variant of the Fire Flower: Fire Mario.
- Ice Luigi is yet again another "clone" racer. People are getting tired of this lazy character choosing, but the programmers won't stop.
